We are now preparing our annual hate crime data and encourage civil society to submit hate incidents

Every year on 16 November, International Tolerance Day, the OSCE Office for Democratic Institutions and Human Rights (ODIHR) releases its data on hate crimes and hate incidents.

Our reporting provides an overview of hate crimes and incidents, and of responses by governments and civil society in the 57 OSCE participating States. Information provided by civil society is essential to our reporting, as it complements official data submitted by participating States.

 

How to report incidents

If you or your organization are considering submitting hate incidents, please follow the guidance in the factsheet below when preparing your submission:

How we process incidents

Please note that each incident is analysed on a case-by-case basis. We often co-operate with those making submissions to confirm information on incidents and developments before it is posted. Once we receive civil society contributions, we analyse the incidents according to the OSCE’s definition of hate crime. You can find more information about this in our methodology.

We are changing how we present your data this year, presenting both incident numbers and descriptions. These descriptions will not include personal information that could identify the victims or perpetrators.
