TITLE: Consultant on Social Inclusion, Child Poverty and Public Expenditure Measurement
DURATION: 10 months, November 2016 - August 2017
LOCATION: Yerevan, Armenia
JOB DESCRIPTION: Overall purpose of the consultancy is to contribute to the advancement of Social Inclusion progress in Armenia building on lessons learned and programme guidance and frameworks developed to date, with special attention to child poverty measurement and public finance for children and strengthen future Social Inclusion guidance and documentation of results/ impact on children in Armenia.
The Consultant will have to cover two dimensions under this assignment: a) Child Poverty Measurements and b) Public Finance for Children. The objectives of these two dimensions are listed below:
Child Poverty Measurement:
- Providing technical support in institutionalizing child rights and child centered (child poverty measurement) tools, including National Multiple Overlapping Deprivation Analysis, Child Social Exclusion and Child Needs Survey, to contribute to the equity agenda of child sensitive policy making;
- Supporting in development of Child Rights Monitoring (CRM) and reporting system to inform integrated public policies in achieving SDG 1 (target 1.2);
- Contributing to the Data Quality Review to improve the quality of CRM indicators over time, across government agencies and reporting institutions to check completeness, conformity, consistency, duplication and integrity of child sensitive data;
- Performing other related tasks.
Public Finance for Children:
- Conducting and institutionalizing child focused Public Expenditure Measurement including through technical assistance, capacity building of major stakeholders (e. g. ministry of finance social sector line ministries, parliamentarians) and horizontal cooperation;
- Supporting the capacity of social sector line ministries to develop quality MTEF and programme budget submissions to secure and expand child focused public expenditures;
- Costing and modeling policies and programmes to support community based alternative child protection care services and scaling up low cost pre-schools in small rural municipalities;
- Performing other related tasks.
The Consultant will be supervised and report to UNICEF Armenia M&E, Child Rights Systems Monitoring Specialist in regards to Child Poverty Measurement and Social Protection Officer in regards to Public Finance for Children with regular briefings with the UNICEF Armenia Deputy Representative and UNICEF Armenia Representative about the progress of the Consultant. The Consultant will work on a daily basis with the staff of UNICEF in Armenia.
The exact schedule of the activities will be agreed with the Consultant based on the consultant implementation progress. The deadline for submission of the final deliverable to UNICEF Armenia is 11 August 2017.
JOB RESPONSIBILITIES: The Consultant is expected to fulfill the following tasks:
- Provide on-the-job support to the UNICEF Social Protection Officer and Child Rights Systems Monitoring Specialist in regards to the management and implementation of related programme components with the institutions conducting the expert work, government partners, NGOs and other relevant stakeholders (November 2016-August 2017);
- Provide substantive inputs to the conduct of Child Poverty and Public Finance Measurement initiatives by synthesizing data and information, reviewing produced documents and reports, and notifying UNICEF's responsible Officers on the needed adjustments/ course of action (December 2016-June 2017);
- Ensure coherence and inter-linkages between the child poverty and public finance measurement components of the programme, as well as liaising with other UNICEF sections in regards to cross-sectoral interventions (e. g. education, child protection) (November 2016-July 2017);
- Provide logistical support to the organization of events and working meetings, as well as advocacy activities (November 2016-August 2017);
- Ensure proper documentation of all programme interventions (February 2017-August 2017);
- Perform other duties as assigned relating to child poverty and public finance measurement (November 2016-August 2017).
DELIVERABLES:
- A monitoring, reporting and advocacy plan for child poverty and public finance measurement interventions (November-December 2016);
- Reviewed initial reports on child poverty and public finance measurement developed by the institutions conducting the expert work to be in line with UNICEF's Country Programme, Strategic Plan and other priorities (by February 2017);
- A presentation and discussion agendas with key governmental and non-governmental stakeholders/ at least two organized public events (March-July 2017);
- At least two publications for documentation of developed practices in regards to child poverty and public finance measurement drafted/ reviewed in line with UNICEF visibility and branding guidelines (July-August 2017);
- Monthly updates on the conducted work developed and submitted for review and discussion with SP Officer and Child Rights Systems Monitoring Specialist as well as briefings with the Deputy Representative and Representative when merited (Monthly – November, December 2016, January, February, March, June, July 2017);
- Final report on conducted work submitted (August 2017).
REQUIRED QUALIFICATIONS:
- Advanced university degree and/ or academic background in Human/ Child Rights, Sociology, Economics, Public Administration, Public Finance or a related field;
- At least 5 years of proven record in designing, implementing and/ or leading projects/ programs, in the field of child/ human rights (systems) monitoring and/ or child/ social protection, social inclusion, poverty measurement, public expenditure measurement, public policy analysis;
- Knowledge of child protection and public administration and finance reform processes in Armenia is a distinct advantage;
- Past experience working with the government on child-focused policies;
- Knowledge of child-related monitoring systems developed and used by government agencies;
- Demonstrated experience in M&E and report writing and/ or in writing strategies, policies and concept papers;
- Demonstrated ability to work in multicultural teams;
- Demonstrated awareness on gender equality, human rights and equity principles;
- Excellent communication and MS Office skills;
- Fluency in written and spoken Armenian and English languages.
