Background
Strengthening cyber security and combating cybercrime in Armenia continues to be a strategic necessity for the Republic of Armenia and this fact brought the need to address the cybercrime issues at the level of State’s Law-enforcement. In this regard, the OSCE Office in Yerevan in line with its Mandate is implementing a wide range of programmatic activities in the sphere of cyber security and cybercrime, within overall strategy aimed to enhance the policies and capabilities of Armenian State institutions and agencies in the areas related to cyber and information security.
To ensure effective fight against cybercrime in the Republic of Armenia, strengthening professional capacities of the agencies responsible for pre-investigation and investigation process of computer crimes it is necessary to have properly trained staff to face the issues.
The above-mentioned justifies a necessity to meet the requirements of Armenian law-enforcement with engagement of the International Expert on Cybercrime issues. In order to elaborate, design the training modules based on the topics selected by the RA Police and Investigative Committee’s specialists.
The Politico-Military Unit of the Office therefore requires services of an experienced International Trainer on Cybercrime to support the Office in above-mentioned activities.
The primary goal of the Expert’s mission would be to provide training on cybercrime in particular NTFS (New Technology File System) and Windows 7/8 Forensics to the specialists of the RoA Police Department on Struggle against Organized Crime in the Field of High Technologies, Investigative Committee, as well as Prosecutor’s Office.
The training, scheduled for September 26-30, 2016, is designed for 15 persons. One week course will provide the target audience the knowledge and skills not only to search the internet for general information about a crime or a suspect, but the specialists will learn how to assess the dark net and how to join forums in order to infiltrate organized crime gangs or identify terrorist activities for example with basic knowledge in IT field.
The Expert will consult Armenian partners on good international practices and experiences in the field of cybercrime advising on best solutions while addressing the gaps/shortcomings in the field.

Tasks and Responsibilities
The scope of the activities of the Expert on cybercrime shall include:
- Elaboration of well-structured training module aimed at provision of knowledge on the NTFS (New Technology File System) and Windows 7/8 Forensics;
- Development of the training manual based on modern participatory, interactive training methods with variety of tools and techniques (case studies, group works, etc.) facilitating effective implementation of the training module;
- Delivery of Training on September 26-30, 2016;
- Submission of two Progress Reports to the Office in Yerevan: in the middle indicating the process of training and in the end reflecting the results after course, future steps);
- By the end of training, preparation of the Concluding Report with summary of the tasks completed, activities made, objectives achieved, problems discovered and with recommendations to the Office on further strategy in supporting the process of strengthening the cyber security and fighting the cybercrime in the Republic of Armenia. This Report should be submitted to the Politico-Military Unit of the OSCE Office in Yerevan by September 30, 2016.
Necessary Qualifications
- Master’s Degree in the Information Technology Security, or any other relevant field;
- Minimum 5 years of diversified security experience including at least five years operational experience in the relevant field and specialized subject area;
- Previous experience in conducting needs assessments;
- Proven knowledge of international cybercrime standards in the relevant field;
- Experience in similar consulting(s) for international agencies is desirable;
- Excellent research and presentation skills;
- Demonstrated communication skills and team-work;
- Professional fluency in English language.
Remuneration Package
As full remuneration for services performed by the Expert under the terms of this Agreement, the OSCE shall pay the Expert EUR 4,500.00 (EUR 300.00 per 1 (one) full-time day) for fifteen (15) days of full-time service: five (5) days for preparation, five (5) days for delivery of the training and five (5) day for preparation of the required Concluding Report.
The payments prescribed shall be made as follows: at the end of assignment on the day of payment as well as upon receipt of invoice and certification of the Programme Manager that the services have been successfully performed.
