Project information:
“Support to CEPA implementation, communication and monitoring” is an EU-funded project whose main objective is to support the Government of Armenia in the reform process in line with the Comprehensive and Enhanced Partnership Agreement (CEPA). The project consists of three technical components:
- C1. Improved reform process and progressed implementation of CEPA commitments
- C2. Improved, coherent and complementary strategic and general communication
- C3. Inclusive and evidence-based policymaking, advocacy and monitoring of CEPA

Support to GoA (Government of Armenia) in assessing the current functioning and the professional needs of the communication teams working in ministries and agencies

Assignment description:
One of the main activities of Component 2 of the project is to provide technical assistance to improve the strategic communication of the Government of Armenia. As part of this assistance, the project is organising research on the current functioning of the government communication teams and an assessment of the professional needs of the teams’ members related to the improvement of the overall strategic communication capacity of the government. The research & needs assessment will be based on a methodology that may include the use of quantitative and qualitative tools such as documentation review, in-depth interviews, questionnaires, and focus groups.
For this activity, the project is inviting expressions of interest from qualified candidates – Senior and Junior – for the following non-key expert positions:
NKE1: Expert Sociologist (SNKE) – 30 WDs
The expert will design the overall methodology and the individual research tools, together with implementation guidelines; instruct the interviewers and data analysts; moderate focus groups; process and analyse the data collected, and draft the outputs of the research: technical report, current situation analysis, needs assessment and practical recommendations for capacity building activities.
The candidates interested in this role should hold a Master’s degree in Sociology. They should have at least 8 years of relevant professional experience in designing and implementing research methodologies and tools and at least 3 years of specific professional experience in research related to communication and media. Experience in government / public administration research, knowledge of the structure and functioning of the Government of Armenia, familiarity with government communication infrastructure, and experience in capacity-building activities are advantages. The candidates should be native Armenian speakers; fluency/good knowledge of English is an advantage.
NKE2: Interviewer (JNKE) – 10 WDs
The experts will contribute to the design and adjustment of the interview scripts, conduct individual in-depth interviews with GoA communication staff, record the interviews, check the accuracy of the transcripts, administer questionnaires and contribute to the research report and results presentation.
The candidates interested in this role should hold a Bachelor’s degree in Media, Journalism, Communication, Sociology or another related field. They should have at least 5 years of relevant professional experience in conducting in-depth interviews, either as researchers or journalists, and at least 2 years of specific professional experience in conducting interviews on communication-related topics.
Experience in communication for government institutions or CSOs, experience in media, experience in preparing interview transcripts and administering questionnaires, and experience in capacity-building activities are advantages. The candidates should be native Armenian speakers; fluency/good knowledge of English is an advantage.
NKE3: Data Analyst (JNKE) – 10 WDs
The experts will fully and accurately transcribe the recordings of the in-depth interviews, process data collected by administering questionnaires, suggest any necessary adjustments to interviews and questionnaires, and contribute to the research report.
The candidates interested in this role should hold a Bachelor’s degree in Media, Journalism, Communication, Sociology or another related field. They should have at least 3, preferably 4, years of relevant professional experience in conducting and transcribing in-depth interviews and at least one, preferably two years of specific professional experience in conducting and transcribing interviews on topics related to communication and public administration or in participating in journalism investigations or research projects related to such issues. Advantages include experience in producing transcripts and processing questionnaires, fact-checking, data and investigative journalism. The candidates should be native Armenian speakers; fluency/good knowledge of English is an advantage.
