Center for Health Policies and Studies in partnership with the TB
Europe Coalition, on whose behalf the ICF "International HIV/AIDS
Alliance in Ukraine" acts,
invite to an open call for proposals "Establishing sustained
advocacy for transition to the outpatient model of health care for the
key groups of population affected by TB."
The call for proposals is held within the framework of the project "Strengthening health
systems for effective TB and MDR TB control in Eastern Europe and Central Asia"
with financial support of the Global Fund to Fight AIDS, Tuberculosis and Malaria.
Principal Recipient - Center for Health Policies and Studies (PAS Center).
Within the call for proposals, civil society organizations (hereinafter – CSOs) will be
supported, whose initiatives are aimed at promoting reduction of stigma and
discrimination against people who face tuberculosis and advocacy in order to move to
the outpatient model of health care for the key populations affected by TB (KAP TB).
CSOs from 11 countries of Eastern Europe and Central Asia (hereinafter – EECA) are
invited to participate in the call for proposals: Armenia, Azerbaijan, Belarus, Georgia,
Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Ukraine and
Uzbekistan.
Implementation period: 01.01.2016 - 31.12.2018
Budget: up to USD 40,000 for the first year.
After collapse of the Soviet Union, starting from 1990 the burden of tuberculosis in the
EECA region increased significantly. In 2000s, the epidemic situation stabilized, and the
annual number of TB cases was reducing in most EECA countries (since 2005).
Nevertheless, according to WHO data, there were 360,000 new TB cases in the WHO
European region registered in 2013. Those data are on average equivalent to 39 cases
per 100 thousand people, including about 44% among people aged from 25 to 44 years
old. In the same year, 38,000 cases of TB-related deaths were registered (4.1 cases per
100 thousand people). The analysis of the geographic distribution of TB burden in the
world showed that about 38% of TB cases (136,300) and 40% of TB-related deaths
(15,060) were in the EECA region. That is why, despite all the efforts and the notable
progress achieved in the recent decade, TB still causes big concerns in healthcare
systems of most countries in the WHO European region. MDR TB prevalence in Europe
is the highest in the world: out of 27 countries with high MDR TB burden, 15 are located
in WHO European region.
Vertical structure of healthcare systems, low access to medical services, high level of
stigma and discrimination towards KAP TB in healthcare facilities, low awareness of the
importance of timely TB diagnostics and treatment, low social and economic status and
motivation of KAP TB to protect their health create barriers in eliminating the TB
epidemic. Advocacy in order to move to the outpatient model of health care for KAP TB
(patient-focused approach) will lead to the improvement of the quality of medical
services, which, in its turn, will contribute to the reduction in the spread of TB. The
effective approach to activities in this area includes involvement of CSOs, which play
one of the key roles in the response to the TB epidemic. It is important that they not only
have experience in the work with KAP TB, but also have good working relations with
healthcare facilities, other CSOs, and cooperation with local authorities.
As a result of the call for proposals, one CSO will be selected in each of the abovementioned
countries from the EECA region (total of 11 CSOs), whose activities within
the project will be coordinated by TB Europe Coalition (TBEC) in partnership with the
International HIV/AIDS Alliance in Ukraine (hereinafter – Alliance Ukraine). Within the
whole period of project implementation, ETBC and Alliance Ukraine will provide
technical support to CSOs through remote consultations, listservs and also in the
course of monitoring visits.
Tasks for CSOs:
1. Analysis
Analyze if the National TB Strategy/Plan/Program is in line with the TB Action
Plan for the WHO European Region 2016-2020 in terms of strengthening
community systems and transition to the outpatient model of providing medical
aid to KAP TB (patient-focused approach).
Identify and analyze the existing barriers in the access to quality services for KAP
TB.
2. Development of advocacy strategies and partnerships
Establish/strengthen partner relations with ETBC, CCM, CSOs, other
governmental and non-governmental organizations who contribute to the
response to the TB epidemic in order to implement joint advocacy activities, in
particular develop and launch an advocacy strategy of transition to the outpatient
model of providing medical aid to KAP TB (patient-focused approach).
3. Advocacy activities
Organize and conduct thematic meetings, round tables, flash mobs, and press
conferences with participation of partner CSOs, activists from among KAP TB,
decision makers and mass media.
If necessary, informational and technical support of the work of high-level mission
during its visit to the country.
Activities aimed at raising public awareness in the issues of access to TB
diagnostics and treatment, human rights, etc.
Other activities which would contribute to the achievement of the project goals.
Criteria of CSO selection:
The proposal should demonstrate that the applicant organization has an experience in
implementing similar projects in terms of the content of activities, their complexity and
duration.
Official registration in the country of project implementation.
Availability of documented successful experience in the area of advocacy at the
local and/or national levels, wherefore the applicant organization should present
information on all relevant activities implemented in the recent 5 years.
Capacity (organizational, resource and program) for project implementation.
Development of an advocacy project (p. 3 of the Application Form “Project
Description”) to ensure transition to the outpatient model of providing medical aid
to KAP TB.
Letters of recommendation from donors and letters of support from CCM/WHO CO will
be considered an advantage.
The CSOs will be selected for the period of 1 year. At the end of the first year of project
implementation, an assessment of the organization’s activities within this project will be
done, based on which a decision will be made on extension of the agreement or
termination of partner relations.
