JOB DESCRIPTION
AGBU Fund (Armenia) is looking for a highly qualified and motivated professional for the position of Grants Manager for its BRIDGE4CSOs Project. BRIDGE4CSOs is a three-year project implemented by Armenian General Benevolent Union with Eurasia Partnership Foundation and financed by the European Union. The project started in December 2016 and will run until October 2019. The objective of the project is to strengthen the organisational capacity of Armenian civil society to better respond to citizens’ needs. The Grants Manager administers the sub-granting component of the project in accordance with the established policies and procedures of AGBU and in compliance with the EU Financial Management and Grants guidelines. These include preparing grant documentation and reports (including a grants manual), drafting and executing grant agreements, creating disbursement and reporting schedules, monitoring and evaluating grant recipient organizations and generally managing relationships with grant recipients. The Grants Manager reports to BRIDGE4CSOs' Team Leader.
DUTIES AND RESPONSIBILITIES
- Draft and develop Grants Manual for the BRIDGE4CSOs Project.
- Participate in the development of guidelines for different aspects of grant making, including grant solicitation, review, approval, award, administration, documentation, monitoring, and reporting.
- Manage and administer the sub-granting component of the Project.
- Prepare grant agreements, ensure required documentation completion as per the agreement and ensure diligent follow-up on grant reports.
- Monitor and evaluate awarded sub-grants in cooperation with M&E Specialist.
- Prepare monthly reports for the Finance department.
- Ensure synergies between sub-grant projects, sub-grantees and exposure of results.
- Facilitate and/or participate in ad hoc working groups as requested.
- Other program related duties and responsibilities as assigned by the supervisor.
REQUIRED QUALIFICATIONS:
- University Degree in finance, economics or related field.
- Knowledge of Procedures and Practical Guide (PRAG) of the European Commission is a must.
- Knowledge of the issues, objectives and activities of the non-profit sector, relevant Armenian legislation and regulations.
- Advanced knowledge of Microsoft Excel.
- A minimum of five years of experience in the area of grants management, preferably with NGOs, including experience in financial monitoring, budgetary systems and controls, donor policies and guidelines (financial management experience preferred).
- Previous experience working on EU-funded projects in grants administration or similar capacity.
- Experience working with budgets and financial statements.
- Demonstrated interpersonal skills, including diplomacy, tact and the ability to negotiate and influence, to set priorities, manage time effectively and meet deadlines, analytical and problem-solving skills.
- Excellent verbal and written communication skills in Armenian and English.
- Ability to travel to the regions (up to 30% of worktime).
REMUNERATION/ SALARY: Based on previous salary history, experience and prevailing market rates for comparable positions.
