Facilitate Strategic Retreat for the Boards and Management of EPF & CRRC Network in the South Caucasus

The EPF and CRRC Network (EPF-Armenia, EPF-Azerbaijan, EPF-Georgia, CRRC-Armenia and CRRC-Georgia) invites proposals from qualified individuals or organizations to facilitate a Strategic Retreat for the Boards and Management of the Network. The assignment should be conducted during April-June 2018.
About the EPF & CRRC Network
The EPF and CRRC Network includes five independent non-governmental, non-profit legal entities registered in Armenia, Azerbaijan and Georgia.
EPF’s mission is to empower people to effect change for social justice and economic prosperity through hands-on programs, helping them to improve their communities and their own lives.
CRRCs common goal is strengthening social science research and public policy analysis in the South Caucasus.

Background Information
The entities of the EPF&CRRC Network are managed by local presidents/chief executive officers. Each entity is governed by individual Board of Trustees made up of high level local and international professionals who bring a unique set of skills to the governance of each respective entity. This includes deep knowledge of the region and local civil society, expertise in business, finance and law to ensure that the entities are accountable and fiscally responsible. All five entities share a common Executive Committee of the Board of Trustees and maintain commitment to regional cooperation to pursue the common goal of serving local communities in the South Caucasus.
Description of Consultancy
The overall objective of the Strategic Retreat is to define the strategy of the EPF&CRRC Network as an institution for the next five years. It is expected that retreat will help to:
- Outline the Network mission, mandates, and approaches for the next five years following brainstorming on shared objectives of individual network member organizations;
- Fine-tune the existing Network governance set-up and administration most conducive to the suggested Network mandates and approaches.
It is expected that the facilitator/s will suggest the most effective and efficient method of delivering a strategic retreat for approximately 25 participants (Board members, senior management and relevant staff).
Deliverables
The facilitator will produce the following deliverables:
- In consultation with the Boards and Management, prepare the retreat agenda
- Develop module/s and materials for the retreat
- Conduct strategic retreat (between May 17-20, 2018, in Tbilisi, Georgia; Exact venue and date TBC)
- Write up a final report which will outline the Network draft mission, mandates, strategy for the next five years and suggested governance structure/s
The report will be the sole property of the EPF/CRRC Network, which will retain the right to use it for internal and external purposes.
Budget
The budget for this assignment may include costs such as transportation to/from the region and/or within the region, and honoraria. NOTE: facilitator’s accommodation during the retreat will be covered by the Network.
Price competitiveness will be one of the considerations during the selection process.
Request for Bids
Bids will be accepted both from individual consultant/s and organizations. Applicants should submit a bid that includes:
- Detailed description of the Consultant’s qualifications, including references
- Description and justification of the proposed methodology, including description of tools and techniques that will be used during the retreat
- Budget
Selection Criteria
The selection criteria will include the following:
- Degree to which the proposal adheres to the call
- Quality of the proposed methodology
- Qualifications of the applicant, including past experience in undertaking similar assignments, and
- Cost-effectiveness of the bid.
