Call for two international experts for the implementation of anti-corruption programmes
The Republic of Armenia has received financial assistance in the amount of USD 750 000 from the United States Agency for International Development (USAID) for the implementation of certain programmes in the Republic of Armenia defined by the 2015-2018 Anti-Corruption Strategy and aims to spend part of the allocated funds on financing the services envisaged under the present Terms of Reference.
Required qualifications for selection of the Consultant It is expected that the Consultant selected to perform job responsibilities must be able to establish necessary professional contacts with beneficiaries of state authorities, the USAID, donor organisations, NGOs and individuals, communicate with interested parties and organisations in person, by phone and by means of written communication and must meet the following qualification requirements:
• Higher education in law, public administration, economics and related fields. PhD is highly desirable;
• At least 10 years of work experience in the fields of elaboration of anticorruption policies and anti-corruption programmes or in the fields of public policy or efficient management. Work experience in transitional countries would be an asset;
• Knowledge of international best practice in developing anti-corruption strategies, as well as of the anti-corruption activities of the Republic of Armenia (previous and current anti-corruption strategies and measures, relevant reports on their implementation);
• Ability to provide methodological support for developing clear-cut action plans and efficient monitoring plans;
• Ability to draft programmes for needs assessment, analysis of corruption risks and reduction of risks in the anti-corruption field;
• Ability to identify the beneficiaries in the anti-corruption field and to communicate with them;
• Ability (proof) to cope with (work in) different cultural and working conditions.
