United Nations Environment Programme (UNEP) is looking for an implementing Partner to launch, host and disseminate an Introductory Green Economy training course in Armenia

As part of the EU-funded “European Union for Environment” (EU4Environment) programme (2019 – 2022), UNEP is leading a component on “Greener decision-making” that will support Armenia’s capacity in developing and implementing policies that promote a transition to the Green Economy. More specifically, this includes the training of decision-makers on the overall GE approach and on effective GE policy design, as well as on building countries’ capacities and supporting coordinated action of national-level policy processes. Under this call, UNEP is looking for an Implementing Partner in Armenia to launch, host and disseminate an introductory Green Economy (GE) training course among a wide range of civil servants (and other stakeholders) through an on-line platform.
UNEP is one of five partner agencies implementing a newly launched EU-funded EU4 Environment (2019 – 2023). This regional programme will support six countries (Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova, and Ukraine) in making policy planning and investment greener, stimulating the uptake of innovative products and technologies, and raising awareness about benefits of environmental action. More specifically, within EU4Environment’s component 1 on “Greener decision-making” UNEP will support Belarus in promoting a transition to the Green Economy. Output 1.1 aims to advance and coordinate result-oriented policy dialogue that contributes to the GE. It consists of three inter-related activities – including the training of decision-makers on the overall GE approach and on effective GE policy design, as well as on building countries’ capacities and supporting coordinated action of national-level policy processes. Under Activity 1.1.1: Survey and large-scale training of public sector employees: Indepth, tailored GE training course for nominated civil servants, UNEP and the UN Institute for Training and Research (UNITAR) agreed on the joint development and delivery of the training component under EU4Environment.
The educational component is an “Introduction to Green Economy” self-paced interactive online course developed by UNITAR and hosted on the "UN CC: Learn" (UN Climate Change Learning Partnership) e-learning platform.
The partner will be expected to provide the virtual premises, coordinate invitations for stakeholders and institutions and help with technical arrangements to ensure for regular and effective delivery of the introductory GE course at the national/municipal levels in Armenia.
Objective and activities
The overall objective of this activity is to advance the integration of green economy considerations into learning activities and programmes available to civil servants, as well as the broader population in general. Ultimately, the activity will contribute to building up sufficient human capacity to advance and reach multiplier for more inclusive and sustainable economic development in Armenia. The tasks of the partner will include:
- Facilitate the launch of the Green Economy training course (in Armenian) on the UN:cc online training platform;
- Widely disseminate the course among a wide range of civil servants (and other stakeholders/institutions);
- Regularly promote the e-course among civil servants and key staff in line ministries;
- Provide the online premises, coordinate invitations/engagement of further stakeholders/institutions and help with all technical arrangements to host the course on a national online platform that remains active beyond the duration of the EU4Environment programme;
- Monitor and report how many people have completed the course and are reporting the use of knowledge gained/changes of behaviours;
- Consult with national stakeholders and recommend other means to ensure the delivery of the course to civil servants regularly beyond the project duration. This may involve integrating the GE training into existing training packages/offers, aimed either at governments and/or academia as well as a private enterprise. The partner is expected to provide a clear roadmap for further broadening the offer of green economy e-learning products in Armenia
All activities will be implemented in full compliance with EU visibility requirements, including those that are specific for Armenia, as well as taking account of, and in close coordination with, other relevant activities carried out by EU4Environment implementing partners.
Eligibility
This call for expressions of interest is open to any not-for-profit organization, think tank, university or research centre based in Armenia.
Proficiency in English and Armenian languages is required. Russian is an advantage.
Applications will be assessed according to the following criteria:
- Previous experience providing training services (including on-line training)
- Availability and suitability of an in-house on-line platform for hosting the e-course
- The thoroughness of proposal in meeting the Call for Expressions of Interest
- Access to the international training expertise as well as national networks of various government, civil society and business stakeholders

- Widely disseminate the course among a wide range of civil servants and other stakeholders;
- Promote the e-course among civil servants at least once a year for the coming three years, possibly in collaboration with other GE events organized by the EU and other international partners;
- Provide the online premises, coordinate invitations for stakeholders/institutions, and help with all technical arrangements to host and regularly deliver the introductory GE course at national/municipal levels; and
- Perform an evaluation and reporting on how many people may have completed the course and are reporting the use of knowledge/change of behaviours.
April 2021 – November 2023
- Recommend the way to ensure the delivery of the course to civil servants on a regular basis beyond the project duration in consultation with Ministry of Environment of the Republic of Armenia;
- Integrate the GE training into a standard offer/training package for various stakeholders;
- Rich out to 4-5 Universities to build awareness of the GE training and integrating GE training into other courses curriculums; and
- Develop a strategy for public awareness and information on the inclusive green economy.
