The specific objective(s) of this call for proposals is/are:
To create employment opportunities in Shirak region - provide relevant skills and promote sustainable employment in culture and creative economy sectors, especially among the young adults.
To create economic opportunities and diversify the economy of Shirak region - support business climate, productive investments, cooperation among companies, especially SMEs, and related infrastructure at the field of culture and creative economy.
Eligibility of applicants
Lead applicant
In order to be eligible for a grant, the lead applicant must:
· be a legal person, existing at least one year before the call is published and
· be non-profit-making and
· be a specific type of organisation such as:
o Public sector operator, such as local or regional authorities, Regional Development Agencies or other developmental bodies (e.g. Rural Development Centres, Local Economic Development Offices, SME agencies / associations, chambers of commerce and industry, local public utility companies, tourism development bodies, local employment offices and Local Employment Councils, higher education institutions or other similar organizations);
o Private sector operators (such as: business organizations, cluster associations, industry and professional associations or other organizations such as vocational education institutions, employers and entrepreneurs associations or other similar organizations);
o Non-governmental or international organizations.
Allocation of funds:
The overall indicative amount made available under this call for proposals is EUR 700,000. The Contracting Authority reserves the right not to award all available funds.

In addition to the 700,000 EUR of EU funding the Government of Armenia will provide co-financing of 175,000 EUR. This means that the grant provided by the EU under this Call for Proposal is further complemented by national co-financing which equals to 25% of the EU funding. Moreover, applicants must provide at least 10% own co-financing in relation to the total eligible costs of the action. Higher own co-financing (min. 15% of the total eligible costs of the action) is considered an advantage during assessment of the action. The overall budget of the action (requested EU grant combined with the national co-financing and the applicant's own co-financing) must fall between the minimum amount of EUR 486,000 and maximum amount of EUR 1,400,000.
