Promoting human rights in an era of terrorism is very difficult because there is a strong temptation
to try to prevent terrorist crimes by using repressive measures. For the most part, however, such measures are ineffective. At times, they tarnish the reputations of governments that employ them, making matters worse. The challenge is to find ways to fight terrorism while reducing the disaffection of young people that fosters their attraction to terrorism and their readiness to sacrifice their lives for such causes.
