I. SUMMARY
The Armenia Integrity Project (AIP) is a five-year program funded by the United States Agency for International Development (USAID) and implemented by Dexis Consulting Group. The aim of the project is to reduce opportunities for corruption and reinforce public demand for improved governance and accountability in Armenia through:

Strengthening corruption prevention institutions and integrity systems.

Supporting the implementation of specific legal-regulatory measures for corruption prevention.

And facilitating a collective citizen action approach to hold national and local level government entities engaged in corruption prevention mutually accountable.
II. GOAL
The Armenia Integrity Project is supporting the Ministry of Justice’s effort to increase the public’s trust in and use of the Unified Electronic Platform for Whistleblowing (www.azdararir.am) by raising awareness and educating the public on available governmental tools and general information (for example, the protection of whistleblowers) so that it is more understandable by the public.
III. PURPOSE
This RFA is seeking organization(s) capable of leading awareness-raising campaigns in Yerevan and other regions of Armenia to promote public support for individuals who speak up against and report corruption: whistleblowers. Despite often facing threats to their livelihoods and even their lives, whistleblowers frequently are met with suspicion. This RFA seeks to support initiatives that aim to reduce negative perceptions surrounding whistleblowers, raise awareness about their vital role in the fight for a fairer society and their right to protection, and highlight the role of the unified electronic reporting system (azdararir.am) as well as other reporting mechanisms.
IV. LOCATION OF ACTIVITIES
The geographic focus under consideration can include all of Armenia.
V. PROGRAM OBJECTIVES
Applicants are invited to submit proposals to address one or both of the following two objectives:
Objective 1, the submitted proposals should encompass, the following critical areas:
Development of a public awareness campaign on whistleblowing.

Create the concept for a public awareness-raising campaign on whistleblowing system in the country, including digital marketing, messaging, and promotional materials on whistleblowing mechanisms.

In close cooperation with the Ministry of Justice of the Republic of Armenia (MoJ) and the Project, develop a promotion plan for an information awareness raising campaign and execution of a future public campaign.

Development and production of the promotional materials (find details in RFA)
Objective 2, proposals should include the following critical areas:
Development of guidelines, informational materials, and training on how to report corruption and actively use the whistleblowing system.

Development of training programs, methodological guidelines, as well as e-learning materials for identified target groups.

Creation of informational, and other knowledge materials such as social media ads, videos, visuals, media distribution materials, all targeting social media.

Organizing awareness events in educational institutions, organizing lectures and presentations by experts on the whistleblowing system at least in four schools, six universities and local self-government representatives targeting integrity topics.

Discussions, such as “Ted Talk” events or similar types of events, with the participation of students and teachers.

Engaging private sector representatives through meetings and other types of forums, to raise awareness about whistleblowing mechanisms in the country and how they should operate.

Discussions on "How to promote and actively use the whistleblowing system", targeting such topics as whistleblower types, effective implementation, protection of whistleblowers' rights.

Public awareness events and discussions in regional/village centers (at least four) with participation of local self-government representatives under the title "What is corruption and how can it be reported?"
VI. APPLICANTS ELIGIBILITY CRITERIA
The applicant must be officially registered in Armenia and working in compliance with all applicable civil and fiscal regulations, including, but not limited to pertinent local laws and status. The Armenian organizations such as not-for-profit (public organizations and foundations) organizations and partnerships of non-for-profit-organizations are encouraged to apply.
VII. AWARD INFORMATION
Subject to the availability of funds: Dexis expects to award up to two Fixed Amount Award grants under this RFA.
The estimated total amount available and period of performance for each grant award is:
Objective 1 - 15,500,000 AMD with a period of performance of up to 8 months
Objective 2 -15,500,000 AMD with a period of performance up to 12 months
For each Objective, the bidder must submit a separate budget and proposal. An applicant can submit bids for both Objective 1 and 2 and the bids will be judged separately, under each Objective.
Dexis reserves the right to fund any or none of the applications submitted. Further, Dexis reserves the right to make no awards as a result of this RFA.
