EXECUTIVE SUMMARY
The Armenia Integrity Project is a five‐year program funded by the United States Agency for International Development (USAID) and implemented by Dexis. The aim of the project is to reduce opportunities for corruption and reinforce public demand for improved governance and accountability in Armenia through:
- Strengthening corruption prevention institutions and integrity systems.
- Supporting the implementation of specific legal‐regulatory measures for corruption prevention.
- And facilitating a collective citizen action approach to hold national and local level government entities engaged in corruption prevention mutually accountable.
PURPOSE
The primary objective of this RFA is to identify an organization capable of facilitating collaborative multi-stakeholder expert groups to work on legislative reforms prioritized under the Anti-Corruption Strategy 2023-2026. The selected organization will be responsible for establishing a "legislative hub" that brings together CSOs, experts and state bodies to draft laws and regulations designed to strengthen integrity systems in the country. The selection of the hired expert groups, and the identification of the legal reforms to be reviewed or laws to be drafted, are expected to be carried out in close consultation with the Ministry of Justice (MoJ) and the Armenia Integrity Project (AIP). This coordination aims to ensure alignment with ongoing reforms and support effective implementation, while preserving the grantee’s autonomy in managing their team and activities.

The geographic focus under consideration can include all of Armenia.
PROGRAM OBJECTIVES
- Enhance the Capacity of CSOs in Legislative Processes: Strengthen the ability of CSOs to engage in anti-corruption reforms, policy advocacy, and integrity-related initiatives.
- Facilitate Participatory Policy Formation: Establish multi-stakeholder "legislative hub" to support the participatory development of the corruption prevention legislation.
- Promote Gender Equality and Inclusion: Ensure that legislative reforms and policies actively consider and address the needs and rights of vulnerable groups, with a strong focus on promoting gender equality.
- Support Public Discourse on Anti-Corruption Reforms: Facilitate public discussions, hearings, and consultations to enhance stakeholder understanding, acceptance, and shared responsibility for anti-corruption reforms.

AWARD INFORMATION
Subject to the availability of funds, Dexis expects to be awarded one Fixed Amount Award grant under this RFA. The estimated total amount available and period of performance for this grant award is: 25,000,000.00 AMD with a period of performance of up to 12 months.
Dexis reserves the right to fund any or none of the applications submitted. Further, Dexis reserves the right to make no awards as a result of this RFA.
