Armenia counts approximately 200,000 persons with disabilities, which makes up close to 7% of the country’s population. Despite Armenia having adopted and ratified the United Nations Convention on the Rights of Persons with Disabilities (CRPD) and the Council of Europe European Social Charter revised (ESC(r)), persons with disabilities in Armenia face a multitude of obstacles in the protection of their rights, including in participating in the socio-economic life of the country. Among others, this is due to inaccessible environments, discriminatory attitudes, stereotypes, lack of proper social and medical services, lack of accessible public transportation, and flaws in the legislative framework. The situation is worse in more remote regions of Armenia, where there is little awareness with regard to disability rights issues among the local communities, putting persons with disabilities at a higher risk of exclusion, discrimination and violence. Combining the expertise of the Yerevan-based ''Pyunic'' non-governmental organisation (NGO) on the situation and challenges faced by persons with disabilities in Armenia, and that of the Advocacy Centre on Council of Europe Standards (ACCESS) on building the capacity of national civil society organisations to promote the implementation of human rights through the Council of Europe (CoE), the two co-applicant NGOs have designed the Project to bridge the gap between Armenia's NGOs and European institutions and human rights standards.
