1.1 Job organizational context:
Prenatal sex selection is deeply embedded in cultural norms, which attribute a lower value to girls in comparison with boys. UNFPA and the World Bank Group studies in Armenia show that there is a need to increase awareness in the society regarding the nature and consequences of sex imbalances at birth and to involve the medical communities in this process. The imbalance is mostly visible in the cases of the third and particularly fourth births. Families who have two daughters and wait for the third child, want to have a son. In 2000, the imbalance rate was 150 male births per 100 female. During 2001-2010 the sex ratio reached 173 male births among the third child. In case selective abortions continue, UNFPA estimates that we will miss 93.000 unborn girls in Armenia by 2060.
To advance the rights of children and women and promote gender equality, UNICEF will embark on an evidence-based advocacy and C4SC intervention (2016-2017). The intervention consist of research on the root-causes, policy advocacy work and Communication for Social Change (C4SC) work with the society at large. The research study under this programme will be implemented in close coordination with the University of Zurich, Switzerland, employing two methodologies (vignettes and implicit test association). The developed methodology and instruments are first of their kind not only in Armenia but also in the region.
1.2. Purpose of the Post:
The purpose of this TA is to provide technical assistance for programme design, planning and implementation as well as management of three major programme components: research, policy advocacy and media partnership/ C4SC interventions. This assignment is also designed to support the implementation of monitoring and evaluation, data analysis, communication, coordination and partnership efforts and development of progress reports in support of achievement of programme goals and objectives.
The incumbent will be supervised and report to the UNICEF M&E/Child Rights Systems Monitoring Specialist for the research and Policy Advocacy components and to the Communication Officer for the C4SC and media partnerships, Media component as well as Policy Advocacy, with regular de-briefing with the UNICEF Representative about the progress of work.
2. MAJOR DUTIES AND RESPONSIBILITIES
2.1. Programme Development and Management
Provide professional technical assistance in programme development and management by collecting and analyzing data and monitoring implementation progress. Contribute to the identification of critical intervention points and measures by administering a consistent and transparent monitoring system. Draft or prepare programme work plans as required. Propose adjustments/changes in work plans. Propose program recommendations for inclusion in formal programme documentation.
2.2. Communication and Advocacy at the National, Community and Family Levels
Analyze programme related issues and policies from children's and women's rights perspective and advocacy at the community and family levels for elevating credibility in national policy debates. Promote the organization goals of UNICEF through active advocacy and communication.
2.3. Partnership, Coordination and Collaboration
Facilitate partnership and collaboration with internal and external counterparts, including those of the UN and national partners, in order to improve the ability to collect and disseminate development data and information, exchange information on programme/project status and implementation and movement/distribution of supplies.
Provide involved stakeholders and partners with technical assistance and support for the purpose of capacity building and programme sustainability.
2.4. Optimum Use of Program Funds
Monitor programme implementation progress and compliance. Monitor the allocation and disbursement of programme funds, making sure that funds are properly coordinated, monitored and liquidated. Take appropriate recommendations or actions to optimize use of programme funds.
2.5. Programme Monitoring and Evaluations
Undertake field visits to monitor and assess programme implementation and decide on required corrective action.
Collaborate with partners to carry out a rigorous and transparent approach to evaluation to improve efficiency and quality of programme delivery. Participate in coordination meetings with government counterparts and other stakeholders. Collaborate and prepare program status reports in a timely manner, as required.
3. Minimum Requirements and Qualifications:
3.1 University degree in Social Sciences, including Public Administration, Public Policy, Social Policy and Social Development, or other relevant disciplines.
Specialized training in Sociology and Communication for Development is an asset.
3.2 Fluency in Armenian and English is required. Knowledge of another official UN language, such as Russian, is an asset.
4. Experience:
4.1 Two years of relevant professional work experience and/or field work experience. Background/familiarity with Emergency.
Experience in Research, Monitoring & Evaluation, Advocacy and Communication for Social Change is an asset.
