JOB DESCRIPTION: Under the supervision of the Operations Manager the Accounting & Finance Assistant performs a variety of specialized tasks in finance and accounting functions. The efficiency and efficacy of support provided by the Accounting & Finance Assistant to operations in terms of finance, accounting, budgeting, HACT implementation, and administration accelerates smooth country program preparation, planning and implementation and this in turn contributes to the realization of child rights with focus on greater social inclusion, especially of the most vulnerable and excluded children.
JOB RESPONSIBILITIES:
Maintenance of Financial Records and Monitoring Systems/ Reports:
- Maintain financial records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for day-to-day transactions and reports, vouchers, etc. and reconciling data for recurring or special reports; prepare payments requests and payment voucher; responsible for travel claim certification; perform program payments final checking of documentation, ensure all documentation are complied with UNICEF rules and procedures;
- Select and enter data from a wide variety of documents, verifying accuracy by checking sources, making necessary calculations and assuring inclusion of all relevant data;
- Retrieve information on costs of programme elements, such as staff and related costs, from automated files and compile them in standardized and customized reports.
Support to Financial Management and Compliance:
- Provide interpretation of finance and administrative rules, regulations and procedures;
- Provide support in financial management assessments and conduct financial spot checks of IPs in accordance with HACT framework.
Liaison with Bank:
- Maintain liaisons with officials of local banks to obtain day-to-day information on exchange and interest rates, changes in procedures and regulations, and matters pertaining to maintenance of office bank accounts.
Analysis of Accounts and Financial Transactions:
- Check for each source of funding of expenditure by programme area and cost category, and compile information in summarized reports to identify areas of over or under-expenditure; prepare requests of journal vouchers, when necessary, to correct inaccurate entries, to transfer funds between accounts, and to liquidate obligations no longer required;
- Initiate correspondence to verify data; answer queries and obtain additional information on accounts and financial transactions, as required.
Budgeting and Monitoring of Funds:
- Prepare detailed cost estimates, and participate in budget analysis and projects, as required;
- Prepare recurring reports as schedules and special reports, as required for budget preparation, audits or other reasons.
Provision of Finance/ Admin Advice to Staff:
- Advise and assist international staff, experts and consultants on all aspects of allowances, salary advances, travel claims and other financial matters, and calculate and authorize payments due for claims and services;
- Compute hours for overtime, identify accounts to charge, and monitor funds available; compily staff cost listing and average.
REQUIRED QUALIFICATIONS:
- Secondary education; professional/ university level courses in Accounting and Finance/ Business Administration are considered as an asset;
- Fluency in English and Armenian languages;
- IPSAS knowledge; advanced Excel knowledge; work experience with SAP is an asset;
- 6 years of clerical experience in the area of finance and accounting; work experience with international organisations in the field of accounting/ finance is an asset.
