The EU Neighbourhood Info Centre has published comprehensive information on a number of regional projects currently implemented by the EU in the six Eastern Partnership countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine) to support the development of civil society organisations there, engage them in the decision-making process, and ensure that governments hear the voice of the public when developing and implementing policies.
The description of the projects can be found at the following links:

The EU support to civil society organisations seeks to strengthen their role in the policy-making process and to promote a more favourable attitude of governments towards them. In order for reforms to be successful, the EU believes that stronger participation of civil society is needed so as to enhance the oversight of public services and strengthen public confidence in those services.
