Chief Financial Officer (CFO) at Children of Armenia Fund (COAF)
LOCATION: Yerevan, Armenia
JOB DESCRIPTION: A non-profit, non-governmental organization is looking for a Chief Financial Officer (CFO) who will supervise the Finance/ Contracts department and report to the Executive Director. The CFO will be responsible for financial and contracting related activities of the organization including monitoring of the cash flow, financial planning and budgeting, procurement planning and monitoring, preparation of financial part of grant proposals and fundraising, financial statement preparation and analysis, financial reporting to outside organizations and general accounting supervision (payroll, accounts receivable/ billing and accounts payable, etc.), contracting supervision, budget updates and revisions supervision, control over the funds, etc. In addition, the CFO will be responsible for planning, implementing, managing and controlling all day-to-day financial related activities of the organization and other duties as assigned by the Executive Director.
JOB RESPONSIBILITIES:
- Provide guidance with respect to the organizations strategic plan, operational and capital budgeting and procurement planning processes;
- Provide leadership in the development and continuous evaluation of long- and short-term strategic financial objectives;
- Lead the preparation of the annual budget, as well as any modifications aligned to the organization's strategic goals, including providing to the Board for approval and effective communication of the budget to all stockholders;
- Supervise and coordinate the contracts (including HR) function;
- Monitor and control monthly/ annual funds of the organization, including budget variance analysis and liaising with the Board for funding purposes;
- Initiate and participate in fundraising activities; provide support in the development of financial parts of grant proposals;
- Participate in developing new programs, drafting of prospective programmatic budgets, and determining cost effectiveness of prospective service delivery;
- Oversee and supervise handling of the bank account, relations with the bank authorities related to banking procedures and provision of services;
- Ensure targeted and effective use of organization funds;
- Oversee accounting policies and procedures and internal controls ensuring that the organization is compliant with all the relevant regulations;
- Oversee all areas of the accounting function, including payroll, accounts payable, accounts receivables, cash flow, General Ledger operations, tax filings, and other financial activities as applicable; manage the entries made to the Quickbooks accounting software;
- Monitor the performance of programs and comply with the financial and reporting requirements;
- Lead the process of financial/ accounting reports preparation and ensure timely preparation of monthly and annual financial reports;
- Manage and review the accurate preparation, submission of all mandatory statutory reports, ensuring their compliance with laws and regulations;
- Responsible for the organization's relationship with tax authorities and government regulators on financial matters (including coordination of matters relating to VAT and other tax exemptions);
- Oversee the process of receiving completion acts provided by the vendors and contractors;
- Act as a signatory for processing payments and for certain contracts based on the authority limits provided by the Director;
- Prepare analytical and monitoring reports as required by the management and board and communicate effectively with all the stakeholders;
- Ensure the integrity, accuracy, usefulness and high quality of all reports;
- Coordinate the external annual audit ensuring the organization earns a clean opinion;
- Supervise Financial/ Contracts department employees; ensure and support the professional development of employees.
REQUIRED QUALIFICATIONS:
- More than 7 years of financial management experience, at least 3 years of which in a non-for-profit organization;
- University degree/ diploma in Finance/ Accounting, Economics or other related fields;
- Advanced qualification in Finance and Accounting (ACCA, CIMA or other related certification) would be a plus;
- Strong management and leadership skills;
- High organizational skills and sense of responsibility;
- Ability to work under pressure;
- Budgeting and budget management skills;
- Sound knowledge of accountancy and financial business processes and reporting standards, including IFRS;
- Excellent knowledge of Tax legislation of the Republic of Armenia;
- Excellent written and verbal communication skills in Armenian, English and Russian languages;
- Computer program excellent literacy: Accounting Software, MS Office, particularly Outlook, and the Internet.
REMUNERATION/ SALARY: Competitive, depending on the previous experience and skills, plus an advanced benefit package.
