JOB DESCRIPTION: In the frames of the "Demanding Society for Responsible Governance" Project implemented by Journalists' Club Asparez NGO in collaboration with Transparency International Anti-corruption Center and USAID, the Healthcare Service Sphere Researcher will implement healthcare institutions work and/ or service quality and public fund usage efficiency monitoring in the regions of Armenia. For the implementation of this monitoring work Journalists' Club "Asparez" is looking for a Healthcare Service Sphere Researcher who is well aware of the healthcare institutions service provision functions for partnership.
JOB RESPONSIBILITIES:
- Develop a monitoring methodology (information gathering tools, sampling) for the efficiency and the quality of work of the RA regional healthcare institutions and/ or services and public funds usage for youth, non-professional, voluntary groups in the account that as a result of teaching the methodology the youth groups will be able to implement monitoring in the regional healthcare institutions under the supervision of the researcher. In particular, a study target can be one of the following two targets:
a) Monitoring of the rural outpatient clinics for the equipment, furnishing, saturation, staff, orders, sanitary and hygienic conditions;
b) Monitoring of the introduction and launch of "Electronic Healthcare" system in the RA regions, in particular, software installation, localization, technology transfer and training, as well as the possibility and effectiveness of using patient information by healthcare providers and patients.(deadline for developing of methodology: 15 May 2018);
- Teach the fieldwork implementation with this methodology to youth groups in the RA regional centers. Four or five visits to regional centers are foreseen (deadline: 20 June 2018);
- Supervise the process of monitoring and provide relevant consultancy to the youth groups (deadline: 20 August 2018);
- Implement quality and quantity analysis and prepare a report on the basis of the entered monitoring results (deadline: 25 September 2018);
- Discuss the results with interested parties in all the regional centers (deadline: 12 October 2018);
- Finalize the monitoring report according to the regional discussion and RA Ministry of Healthcare observations and feedback (deadline: 31 October 2018);
- Present the report to the society during a public discussion in Yerevan (deadline: 10 November 2018)
- Present a final editing of the monitoring report (deadline: 10 November 2018)
The candidate is required to finish the above mentioned whole workload by 10 November 2018.
REQUIRED QUALIFICATIONS:
- Relevant knowledge and experience in healthcare;
- Relevant research and coordination practices.

- The price offer without any possible taxes, with details on the price for: a) developing the monitoring methodology, b) developing and preparing teaching materials and holding 1-day trainings for monitoring groups in regional centers, 4-5 visits to regional centers; c) coordinating the process of fieldwork and providing expert consultancy, preparing the report, presenting the report to the interested parties and discussing in 10 regional centers; d) finalizing the report and presenting to the final public discussion.
