Position : Expert on best practice review of sustainable municipal greening model (focus fields: urban greening, energy efficiency and energy conservation, sustainable management of household waste)

Description: The ATP Charitable Foundation, in cooperation with the Jinishian Memorial Foundation and the Armenian Energy Agency Foundation has launched the EU4Environment: "Green community - resilient future" project financed by the EU on March 1, 2021.
Within the framework of the program a working group comprised of 3 experts will be created (one of them is the best practice review expert mentioned in this announcement) to:
1. Review the international best practices in the fields of urban greening, energy efficiency, energy conservation and sustainable management of household waste;
2. Develop a package of legislative drafts aimed at improving these fields;
3. Carry out appropriate consultations with partner stakeholders in order to ensure complementarity between national policies and projects as a result of the study and classification
The ultimate goal of the working group's research is to contribute to:
1. Development of infrastructure for supplying seedlings and ensuring necessary up keeping in the target communities;
2. Sustainable and green development of urban areas by facilitating an empowered and functional legislative/regulatory framework;
The results expected from the working group:
1) The study report will summarize:
- International best practices in the field of sustainable and green development of urban areas;
- Legal and regulatory framework;
- Proposed mechanisms for ensuring complementarity of ongoing/planned Government and donor supported initiatives;
2) Package of draft laws/regulations.
To make this happen, a comprehensive and comparative review of international best practices and national environment should be carried out, more specifically, the best practice review expert should research international best practices for ensuring sustainable and green development of urban areas; should identify suitable models and should propose projectspecific adaptation scenarios.
These actions will be carried out in close cooperation within the working group
Main responsibilities:
-Ensure the study implementation of international best practices in the field of sustainable and green development of urban areas;
- Provide necessary consultations to the above mentioned working group, project implementation team and the experts;
- Keep complete records of all project expert consultations;
- Conduct periodic compliance consultations with the working group and Project implementation team;
- Document the lessons learned and best practices, share it with the wider team;
Required qualifications:
- University degree in social sciences, natural sciences or in related fields;
- At least 5 years of experience in researching international practice and submitting relevant reports within the framework of programs separately or in a working group (particularly EU or other international donor projects);
- Ensuring the quality and integrity of the data obtained and the research management;
- Teamwork experience;
- Proficiency in English and Armenian
Remuneration․ According to the salary history, but not more than budget by the project.
About the Project
Overall objective: Increased environmental protection and climate change adaptation capacities of Armenia’s small regional cities and towns.
Specific objective(s):
1. Advanced green urban planning capacities in the beneficiary regions of Armenia;
2. Green lifestyle promoted in target regions
Targeted municipalities of the project:
- Shirak region - Gyumri, Artik, Maralik,
- Lori region - Vanadzor, Alaverdi, Stepanavan, Spitak, Tashir, Akhtala, Tumanyan,
- Tavush region - Ijevan, Dilijan, Berd, Noyemberyan, Ayrum.
Methodology
The best practice review criteria include the following
-Clear – making sure the wording of each question is crystal-clear and includes all the information the Project team would need to score each idea consistently
- Project-specific – thinking carefully about the objectives of the Project and weaving these into the review criteria
- Comprehensive, yet concise – striking the right balance between detail and simplicity
- The best practice review should also include criteria around desirability, feasibility and viability
