Job Description
The “OxYGen” Foundation for Protection of Youth and Women Rights is announcing an opening for the position of Disaster Risk Reduction (DRR) Programme Coordinator.
OxYGen is Oxfam’s spin-off organization in Armenia. Registered in August 2015, Oxygen focuses its work in two key areas: economic empowerment of women, and governance and citizenship. OxYGen also provides humanitarian assistance to women and men affected by conflict or natural disasters, and participate in global campaigns to reduce poverty and inequality, and achieve greater justice for poor producers in the food system.
OxYGen is Oxfam’s implementing partner of Armenia component of Supporting Community Resilience in South Caucasus regional programme. This is the 4th phase of DIPECHO-funded DRR program in Armenia and Georgia.
PROJECT PURPOSE: Build resilience of communities against natural hazards in Armenia and Georgia. The project is funded by DIPECHO.
JOB PURPOSE: Manage the implementation of the DRR programme activities at national, marz and local levels, namely in 18 communities of Tavush marz.
POST: Programme Coordinator, Disaster Risk Reduction
DURATION: 15 months of the project life.
LOCATION: Office is Yerevan-based; the project covers Tavush marz, Armenia
Job Responsibilities
-Implement proper programme planning, scheduling and operations within the framework of the project
-Manage and coordinate OxYGen partners and community based organizations to effectively implement DRR programme activities
-Monitor and evaluate programme activities to maintain and/or improve the quality, incorporating learning in the programme and ensuring achievement of desired impact
-Liaise with government structures at local, marz and national levels for co-ordination in advocacy/policy issues
-Coordinate the delivery of key forums/conferences to support OxYGen/Oxfam’s policy development work to ensure OxYGen/Oxfam’s messaging on DRR is appropriate/strong and reaches key audiences
-Provide effective DRR training/workshops to OxYGen partners, community based groups, community members and OxYGen staff
-Actively participate in the formation of Armenia DRR partners’ forum and regularly attend and take an active role at interagency meetings
-Ensure regular and open communications are established with the DRR Programme Manager and Regional Coordinator (may involve timely production of written situation reports)
-Support the Programme Regional Coordinator to produce timely donor reports that are of a high standard and meet all donor reporting requirements
-Ensure that OxYGen and partners’ security measures are considered on a regular basis and communicated
-Work closely with the Programme Regional Coordinator to support the delivery of the Project’s Regional activities related to exchange visits, joint activities and exchange of best practices
-To work closely with OxYGen/Oxfam partners and other alliances
-To work effectively as a team member
-Maintain project files to ensure proper recording of correspondence, meetings, and associated programme documentation
-Others:
-To abide by OxYGen/Oxfam principles/values. To follow OxYGen travel regulations. To carry out any other tasks as seen necessary under the direction of Executive Director of OxYGen
Required Qualifications
-Essential Skills:
-At least 3-5 years of proven experience and considerable knowledge of DRR work, stakeholders, partners and policies
-Managerial position in the career history
-Strong experience of project management and working with implementing partners
-Proven experience in advocacy/lobbying of governmental authorities at local, marz and national levels
-Experience linking to and/or building extensive technical networks
-Excellent community mobilization skills and experience of participatory analysis and planning
-Experience in capacity development and designing/facilitating capacity development in DRR
-Proven analytical skills
-Ability to work under pressure to meet tight deadlines
-Facilitation & networking skills
-Well developed interpersonal and team skills
-Excellent written and verbal communication skills in English, Armenian and Russian and computer literacy
-Ability to prioritize own workload, to work independently and to meet deadlines
-Desirable Skills:
-Experience in action oriented learning and different learning methodologies
-Team working skills
-Understanding of gender issues and commitment to promoting gender equity
-Demonstrable ability to think strategically, organize, plan and prioritize work to achieve results
-Flexibility, ability to work independently and under pressure and to undertake intensive traveling
