Monitoring and Evaluation Consultant
Background Information

Save the Children works in Armenia since 1993 to inspire breakthroughs in the way the world treats children and youth, and to achieve immediate and lasting change in their lives. We deliver a range of quality relief and development programs that directly or indirectly benefited over 52,920 children in 2015, undertake public awareness raising campaigns that have directly reach 640,000, as well as lead advocacy efforts at policy level that result in sustainable benefit for ALL children in Armenia. Our current projects emphasize our work in Education and Child Poverty, Child Protection and Child Rights Governance as the priority areas, by promoting the Convention on the Rights of the Child, by concentrating on Early Childhood Development, Family Strengthening and Alternative Care for children without appropriate care.
Save the Children Armenian Representative Office is currently implementing the following projects:
- “EU4Youth: Better Skills for Better Future” regional project (2018-2020) is implemented under the funding from the European Union in three countries: Armenia, Georgia, and Ukraine. In Armenia, the project is implemented by Save the Children International Armenian Representative Office in cooperation with OxYGen Foundation for Protection of Youth and Women Rights. The overall objective of the project is to promote the entrepreneurial potential of disadvantaged youth, to ensure their increased access to education and training opportunities for greater employability and to advocate for coherent and cross-sectorial youth policies at local, regional and national levels.
- “Action for Child Health & Education” (ACHE) project (2017-2020) is implemented with financial support of Medicor Foundation and Save the Children Switzerland. The overall objective of the project is: Children in Armenia learn and develop to their full potential through access to institutionalized quality pre-schools and improved knowledge of healthy lifestyle and nutrition practices.
Objectives of the contract
Monitoring and Evaluation Consultant will be responsible to provide technical support to program teams in managing monitoring and reporting related tasks in the frames of EU4Youth: Better Skills for Better Future and Action for Child Health and Education (hereinafter, ACHE) programs. Consultant will act as a resource person for program teams upon necessity. Consultant will work in close cooperation with program teams, MEAL (Monitoring, Evaluation, Accountability, Learning) Coordinator, as well as partner organizations for conducting his/her tasks.
Tasks and Responsibilities
Consultant will be responsible to conduct the following tasks (this is not binding list; each engagement of the consultant will be formally requested by the responsible program person upon necessity):
- Support the end-line evaluation of EU4Youth program, including approval of review of tools in Armenian, quality control, communication with evaluators, and other relevant tasks upon necessity,
- Lead the end-line evaluation process of ACHE 3 project, including development of ToRs, selection of outsourced technical resource/expertise, design/review of tools, quality control of processes and products
- Support development of internal and external reports,
- Support data collection and analysis for internal (e.g. project management, SCI reporting, etc.) and external (donor) reporting purposes based on developed tools and procedures,
- Design/review tools for assessment of Program results, conduct data collection and analysis,
- Review reports of implementing partner from monitoring and evaluation perspectives,
- Share results of conducted work to Save the Children in Armenia’s staff through presentations, summary papers, reports, etc.
- Support keeping program monitoring related tools, databases up to date (e.g. Beneficiary count, Indicator Tracking Table, MEAL plan, etc.)
- Conduct other relevant tasks within monitoring and evaluation domain upon necessity
Note: Consultant will not be required to work from office. meetings with program teams and stakeholders will be requested upon necessity. It is expected that most of the work is conducted from distance and with minimum supervision.
Required skills and experience
- University degree in sociology/statistics/social sciences or equivalent experience
- At least 3 years of experience in civil society sector;
- At least 3 years of experience reporting for donor funded projects, working for European Union funded projects is an advantage,
- Ability to work independently, in teams and diverse stakeholders,
- Ability to keep high professional ethics,
- Excellent writing skills in Armenian and/or English language;
- Excellent computer skills in text editors (e.g. Microsoft Word), spreadsheet applications (e.g. Microsoft Excel), online collaboration and other IT tools (Google Forms, Docs, Sheets; Survey Monkey, etc.),
- Ability to build and maintain effective relationships with team, colleagues and external partners and supporters,
- Highly developed interpersonal and communication skills including influencing, negotiation and coaching, and strong writing skills
- Demonstrate skills for strategic thinking, critical judgement, creative/innovative solutions
- A general appreciation of the issues concerning the INGO sector with an in-depth knowledge in advocacy
- Ability to present complex information in a succinct and compelling manner
- Fluency in English and Armenian verbal and written communication for a wide range of different audiences including donors, media and wider public
- Be result-driven, future-oriented
- Commitment and interest in Save the Children's mission, vision and values
Duration of the contract
Consultant will be offered a contract till 31 January, 2020.
Consultant will have maximum of 80 working days till the end of the contract.
Remuneration
Deliverable-based service provision contract with fixed daily rate will be signed with the consultant. Payment will be done upon submission of Act of Acceptance at the end of each separate task.
